What is State Traffic Planning Cell (STPC) ?

    The State Traffic Planning Cell is a small group of police personnel headed Additional Director General of Police, Tr. Karan Singha, an IPS officer of 1987 batch.

    The Cell consists 1 Sub Inspector(Tech.) and Two Other Ranks drawn from different units on temporary OD. The Cell collects and collates data relating to Traffic accidents in Tamil Nadu and identifies patterns and causal factors that must be addressed in order to prevent accidents.

    During the past one year, each member of the small team has focused on developing special skills to sharpen their role in the STPC. The speed with which most of them have acquired these skills shows their sincerity to their job and the potential of a sub-inspector or constable. Now we have enough talent to program in JavaScript, PHP, MySQL, Flash, Photo Shop and a number of other useful application software. 

    STPC follows a principle of work that we recommend to all organization. This is called the 30-70 Principle. That is, 30% of the time of an employee must be utilized for learning and 70% on actual work. The learning tasks must be defined by the subordinate and the officer. Such cooperative work in defining the tasks will ensure that the needs of the department are combined with the interests of the subordinate.
